Samuel Tanner is named in "Histories of the States" as the first settler, both of Roane County and of what is now the City of Spencer, it is well known and admitted by his descendants that there were others with him. Samuel Tanner's wife's maiden name was Sudna Carpenter, who was a sister of Rebecca (Carpenter) Miller, the wife of a contemporary settler, Samuel Miller. Two other Tanners were attracting attention of the settlement about 1830 whose names were each Jesse; the older of these was distinguished by a prefix "Buffalo Jesse." These Tanners came to this locality from Harrison County by way of the Ohio River counties. The wife of Jesse Hughes of "Border Warfare" frame Grace Tanner of the Tanners of Harrison County.

Jesse Tanner 1790-1885 was born in Virginia, the son of Samuel and Sudna Carpenter Tanner. Jesse was married three times. His first marriage was to John Carpenter's Widow. His second marriage to Judith Carpenter and his third to Lucinda Raines. Jesse died March 26, 1885, age 95 years old and Lucinda died August 26, 1925, age 103. They are burried in what is now known as Spencer Memorial Cemetery. Their graves are located at the very top of the hill, over looking their beloved valley below.
